My letter to the Association - Re; The tax sale

I'm sure all of you are just as angry as I am over this tax sale. I'm tired of the homeowners carrying the burden and Metro just letting it wash off them like teflon. I am working on a letter to send to Mary Ann...making sure the check is stapled to it so I know she got it. This is what I have so far and would love to hear your opinions on it; should I add anything, take anything out, too harsh, not harsh enough or just an overall bad idea?
Dear Mary Ann,
With all the money I have paid directly to Metro for water along with other homeowners, I would love to know where that money is going. By the looks of this, nothing was paid to the water company for over 6 months. I understand that there are homeowners that are not paying, but there are just as many that are. Why was nothing paid and how can your office put us in this situation? I can only assume that there will be yet another special assessment coming to burden the homeowners for something that should never have happened in the first place. I can’t help but wonder what else is going on that we do not know about and how critical the situation truly is for the homeowners.
Between the significant drop in the value of the property and the financial mess we are in I am unable to refinance my mortgage to a conventional loan, I cannot sell without taking a drastic loss, renting will only be another handful of problems that I don’t want to get involved in. for the first time in my life with such limited choices walking away is fastly becoming a viable option. The people that do not pay their bills don’t seem to have any consequences yet the people that are struggling to do the right thing only get punished by having to carry the burden. Where is the incentive to do the right thing?
The tired excuse of people not paying their bills is no longer acceptable. The homeowners pay YOU to MANAGE and you have failed. You failed at your job and you have failed the homeowners. Its time Metro starts taking responsibility for their actions.
