I've totally noticed the same observations of the timing and conditions of the annual meetings. Almost as if it was skillfully planned to reduce the number of attendees. That of course is my personal opinion. Since we have a community center, I'm too confused why the meetings are held elsewhere. Some neighbors I've talked to claimed they didn't remember every getting notices of meetings, some years. As notices are received, I will be forwarding to all members of this site.
Only about half of the properties received flyers on Friday. I hope to have the rest out this weekend. It's hoped that enough members join and develop enough drive to meet regularly as a group as you mention. I'm fairly certain, that as the owners, we would be able to freely use the community center at no charges, provided we were unified. Maybe an oversight committee may be needed.

More importantly, they posted signs on the garbage dumpsters this year when the meeting was cancelled (due to snow). However, when the letter for this so-called "Special Assessment" arrived, it described some sort of April meeting that occurred and I can't find a single resident who was invited to that meeting (let alone attended).
After the problems/complaints that occurred during last year's meeting, it was agreed that we would all meet again to have a "quorum" to discuss empty board vacancies (I believe there was two) and other issues. Naturally no notice was sent out regarding any follow-up meeting or "quorum" later on.

This seems to be the norm since I've been here. Short and wrongful notices. No notices. And a lack of quorums due to a willful lack of notifying the owners. This all seems to be purposely done to keep the activities of those in charge from being too closely looked at and to keep the owners from kicking them to the curb.
I remember that 2 vacancies was mentioned. I never heard anymore about it.
